Prepare or cook rice or noodles according to packaging.
Cut spam into small bite-sized cubes. Using medium-high heat, heat up 1 tablespoon of neutral oil in a frying pan. Add in spam when oil is hot and stir fry for ~3 minutes or until caramelized and golden brown. Leaving as much oil as possible in the pan, remove spam from pan and strain on paper towel lined plate.
To the previous frying pan with oil leftover from frying spam, add in 2 tablespoons of chili oil. Turn heat up to medium and stir until chili oil begins to bubblee (about 30 seconds). Turn down heat if chili oil begins to brown or burn too quickly.
Crack 2 eggs side by side to the chili oil in the frying pan. Cover pan with a lid and cook for about 2 minutes or until whites of egg have cooked to preference. Uncover frying pan and use a spoon to carefully spoon hot oil on top of the egg. Keep spooning hot oil onto eggs for another 20 to 30 seconds or until fried eggs have cooked to liking. Turn heat off. Serve chili oil eggs with fried spam and on top of noodles or white rice.
